Network Shelf or Rack?

In many ad-hoc type network environments that are not managed by a specific MSP or onsite IT personnel we have encountered all styles of hardware mounting. Typically a wall cabinet is the preferred choice. But when your organization takes a re-active approach typically we find that the equipment is usually tacked up against a wall with screws or shelving. Typically if you take this approach it is required by code that you use a fire rated backboard or plywood that is coated in a fire retardant spray.
